He led Uganda to independence in 1962 and was its prime minister and twice its president. His second term coincided with the killing of somewhere between a hundred and two hundred thousand civilians in the Luwero Triangle.
Apollo Milton Opeto Obote was born in Akokoro in Lango in 1925, the son of a minor chief. He studied at Makerere, was expelled for leading a strike, and worked in Kenya, where he joined the Kenya African Union and knew the men around Jomo Kenyatta before coming home to organise.
He founded the Uganda People's Congress in 1960 and did the thing that made independence possible: he built an alliance between his own largely northern party and Kabaka Yekka, the movement of the Buganda monarchy, which had spent years threatening to secede rather than join a Ugandan state. The alliance held long enough to get the country to independence on 9 October 1962 with Obote as prime minister, and he is the founding political figure of the Ugandan state.
He abolished the kingdoms in 1966 and made himself executive president. His Common Man's Charter of 1969 turned the government sharply left, nationalising the banks and much of the economy, and he pressed for East African federation and against the Rhodesian and South African regimes at a time when that carried costs.
Idi Amin overthrew him in 1971 while he was at a Commonwealth conference in Singapore. He returned from exile in 1980 after Amin's fall, won an election widely believed to have been rigged, and was deposed again by his own army in 1985. He died in exile in Zambia in 2005 and was brought home for a state funeral.
